São Paulo debates its complex cultural diversity

The 1st Municipal Cultural Conference on São Paulo, taking place on June 18, 19 and 20, aims the organization of an extensive debate on proposals, codifying demands and guidelines from Public Policies to amplify and consolidate the cultural process of the city of São Paulo.

The organization of the 1 st Municipal Cultural Conference should guarantee the full participation of the whole operating agents involved in such social-cultural process of the city without overlapping or opposing other participation or representation mechanisms of already existing of the cultural, social, political or administrative dynamics of the City.

Approved demands, proposals and guidelines aim an extended whole vision pointing out to the priorities and fundamental dynamics on the consolidation of possible social and economical macro processes viability for the artistically-cultural production and preservation as well as the possibilities of access and integration of all layers of the population.

It is understood that the Public Policies to the cultural department of São Paulo cannot be developed exclusively under the intervention of public sectors (federal, regional and municipal) having to accomplish its institutional and constitutional mission. It is also necessary to have an exchange amongst other agents and institutions integrating such a cultural sector, generating work and income and keeping up dialogue with its actions and products of different public departments.

In order to guide all participants to the 1 st Municipal cultural Conference, the Municipal secretary to the Culture of São Paulo after an extended discussion with its technical personnel and with the Municipal Cultural Council, defined as the general theme for the debates The culture in São Paulo: diversity and cultural rights .

The theme initially looks for a diagnosis reflecting one of the main characteristics of the City of São Paulo: its complex cultural diversity. As a Metropolis, São Paulo shows such multiplicity not only in artistically manifestations but also in institutions, educational and research centers, means of communication, economic dynamics, presence of the cultural industry, Historical Estate as well as symbolical references of a population set up by a strong influence of migrants and immigrants from different countries.

Debate dynamics

As a general theme: “The Culture in São Paulo: diversity and cultural rights” it is intended to debate two variables: how to amplify, diverse and decentralize all production and preservation of the cultural section mechanisms as well as to perceive, recognize and amplify all citizen cultural rights.

In all encounters the debate dynamics should be guided through axes enclosing the complex general proposed theme, discussing questions referring to Cultural Management, Memory and Cultural Patrimony, Cultural Economics, Metropolis Globalization, interfaces with Educational areas and possibilities to increase access to the creation and participation of citizens.

Organization

The 1st Municipal Cultural Conference of São Paulo will be preceded by eleven pre conferences divided by regions (nine macro-zones) and areas (Memory and Historical Patrimony – São Paulo 450 Years and Cultural Institutions).

Delegates will be elected with voting rights to the participation to the 1 st Municipal Cultural Conference during the works of such pre conferences.

280 delegates will take place at the Conference. 55 Cultural Institutions Representatives from Public Power, up to 180 delegates amongst the nine territorial Pre Conferences, up to 35 delegates from Cultural Institutions Pre Conference and up to 10 delegates from Memory and Historical Estate Pre Conference – São Paulo 450 years.

The program of each Pre Conference and the 1 st Municipal Cultural Conference includes lectures with experts, workshops and plenary debates aiming the polling to proposals as well as the choice of delegates in case of Pre Conferences.

The 1st Municipal Cultural Conference will be coordinated by a General Organization Commission and by Area Organizational Commissions (Pre Conferences) with the participation of different institutions representatives linked to the Municipal Public Power, Municipal Cultural Counseling and Cultural Regional Forum.

Participants to the 1st Municipal Cultural Conference may apply, free of charge, from May 12 to 31 at the sub prefectures or directly at the Municipal Cultural Secretary of São Paulo (Avenida São João, 473 – 9 th floor).
