Resumo
Este texto, elaborado pouco depois do centenário da Revolução Russa (2017), busca analisar os enlaces entre política e cultura nesse momento singular da história. As relações entre cultura, Rússia e revolução, além das mutações das posições do Estado e do partido, permitem formular a hipótese de que a inauguração das políticas culturais no mundo ocidental ocorreu no período revolucionário soviético. A tese de que muitas das atitudes, institucionalidades e temáticas imanentes às políticas culturais se inauguraram naquele processo, entretanto, não torna possível afirmar o nascimento das políticas culturais devido aos retrocessos impostos pela instrumentalização da cultura pela política que ocorre, em especial, com a ascensão de Stálin.
Para que tais inaugurações permitissem o surgimento das políticas culturais seria preciso que as inovações se articulassem, se desenvolvessem e se consolidassem, o que não ocorreu devido ao retrocesso stalinista.

Abstract
This text, written briefly after the centenary of the Russian Revolution (2017), seeks to analyze the links between politics and culture in that unique moment in history. The relations between culture, Russia and revolution, as well as the shifts in the positions of the state and the party, favor the formulation of the hypothesis that the inauguration of cultural policies in the Western world occurred in the Soviet revolutionary period. The thesis that many of the attitudes, institutionalities and themes immanent in cultural policies were
inaugurated in that process, however, does not make it possible to assure the birth of cultural policies, due to the setbacks imposed by the instrumentalization of culture by the policy that occurs, in particular, with the rise of Stalin.
