RESUMO
O presente artigo apresenta um diagnóstico da gestão pública da cultura, avaliando orçamentos municipais, estrutura organizacional, marcos legais e formas de participação social em três cidades de diferente dimensão territorial e populacional, localizadas em regiões administrativas distintas no estado de São Paulo, a saber: São Luiz do Paraitinga, São Roque e Mogi das Cruzes. Os três municípios, apesar das distinções citadas, conjugam do “interesse turístico”, visto que os dois primeiros são Estâncias Turísticas e o último, recentemente, recebeu o título de “município de interesse turístico”. Partindo dessa conjuntura, avaliam-se os marcos legais nacionais, estaduais e municipais que dispõem sobre a necessidade de desenvolvimento de políticas públicas no campo da cultura e se apresentam reflexões e diagnósticos sobre as formas de gestão da área nesses municípios nos últimos anos.

ABSTRACT
This article presents a diagnosis of the public management of Culture, evaluating municipal budgets, organizational structure, legal frameworks and the ways of social participation in three cities of different territorial and population dimensions, located in distinct administrative regions in the State of São Paulo: São Luiz do Paraitinga, São Roque and Mogi das Cruzes. The three municipalities, despite of the mentioned distinctions, are interconnected because of “the tourist interest”, since the first two are Tourist Resorts and the last, recently, received the title: “municipality of tourist interest”. Based on this situation, this article surveys national, state and municipal legal landmarks that deal with the need for the development of public policies in the field of culture, as well as it reflects and diagnoses on the forms of management of the area in these municipalities in recent years.
